The opportunity

We are looking for one (1) Superintendent Security in Oyu Tolgoi HSE Security Department based at OT mine site 50% and in Ulaanbaatar 50%.

The Superintendent Security is responsible for ensuring that security and risk management standards across the OT site and Ulaanbaatar are adhered to. The Superintendent Security reports to the Manager Security & Emergency Management and the day-to-day supervision of all security-related activities, including all outsourced security services.

Superintendent Security has overall responsibility to provide all employees, contractors and customers with the resources, information, knowledge and tools necessary to successfully manage the protection of all people, assets and operations against security-related risks and to provide a center of expertise in the business for the awareness, prevention and investigation of security-related crime, as well as other serious breakdowns in internal and external controls in order to minimize any losses and improve controlled business continuity.

What the role entails

  • Lead and manage the OT site and UB security teams consisting of Security Supervisors, Emergency Control room, Security contractors.
  • Manage the day-to-day security aspects relating to OT’s activities in UB and South Gobi province. This will include the provision of security at multiple sites including the OT site, remote camps, external infrastructure, logistics infrastructure, and satellite offices.
  • Ensure that regular interface occurs with major users of security, being mining operations, logistics, infrastructure, communities, and camp & site services.
  • Ensure that all security risk mitigation strategies identified for OT’s operations at the OT site, including remote sites, UB offices and activities, are effectively implemented.
  • Ensure that the service provided by OT’s security contractor is in accordance with the Scope of Work and agreement, including approved headcount and resource allocation.
  • Manage electronic security systems installed at offices areas and industrial sites. This will include, but not be limited to CCTV systems and vehicle tracking systems. Coordinate the maintenance and repair of security systems as required.
  • Conduct investigations on internal security incidents and liaise with local law enforcement on external security investigations.
  • Advise the OT operations on security risk-related matters that could impact the business.
  • Support OT’s Business Resilience and Recovery teams at the OT site and UB.
  • Advise the OT operations on required actions to be taken in case of incidents and emergencies, particularly on aspects related to dealing with local law enforcement and emergency services.
  • Conduct site security risk audits and inspections and make recommendations to control risks identified.
  • Assist the OT site-based operations leadership in providing a safe and secure work environment in and around the OT site.
  • Identify and recommend development opportunities for the site-based security team
  • Ensure that OT’s security services provider/s complies with Health and Safety requirements by implementing measures, monitoring their effectiveness, and taking steps to correct non-conformance.
  • Monitor crime trends and security incidents and recommend risk mitigating strategies.
  • Liaise with local law enforcement agencies as required.
  • Respond to after-hours emergencies as required.
  • Assist Manager Security & Emergency Management in communicating and creating an awareness of OT’s values and expectations to local law enforcement.

What you will need for this role

  • Bachelor and above degree in low or safety.
  • At least 5 years relevant experience in a security or safety-related field
  • Experience in working with Mongolian Law enforcement, military, or private security section is essential
  • Experience in working with large guard forces
  • Experience in security and safety investigations, incident management, and risk management
  • Experience in crisis and emergency management, incident management, or emergency response
  • Knowledge of principles of security, human rights & risk management.
  • Excellent oral, written, and active-listening skills in Mongolian and English are essential
  • Excellent interpersonal skills.
  • An ability to work effectively in a team environment.
  • Competency in the MS Office suite is essential
