Oyu Tolgoi in Mongolia is a copper-gold mine consisting of an open pit mine and underground development, processing plant and supporting infrastructure to produce high grade copper and gold concentrates. Oyu Tolgoi will utilise a Mongolian workforce that will be trained to effectively operate and maintain the processing plant. Oyu Tolgoi's workforce is more than 94 per cent Mongolian.

The opportunity

We are looking for one (1) Specialist Operations Systems in the Value Chain Planning and Improvement department based at Oyu Tolgoi mine with the roster of 14 days on and 7 days off.

Operations Systems Specialist is a key position within VCPI, which provides optimisation of the overall performance of the OT value chain, using Lean & 5S production methodologies/practice to contribute largely in maximising NSR at best cost. The role will primarily focus on assessing value chain performance, define gaps compared to designed/nominated capacity and identify potential initiatives/projects, analysing resources and value generation requirements.

Strong project management knowledge is required to drive improvement project(s) as the outcome of the Value Chain assessment and closing gaps. The incumbent will also work closely with GMs, managers and other key stakeholders to review and support the identification, scoping and evaluation of key system projects that address system bottlenecks in a short project cycle time. The work will also involve support in developing Business Improvement toolboxes, standards, practices and specifications for adoption and utilisation across the value chain. Lean, 5S and Six Sigma training, advising and coaching senior production levels and key personnel and Business Improvement facilitation will be required under this role.

What the role entails


  • Actively promote safety awareness and safe work practices and compliance with safety management plans.
  • Actively promote environmentally responsible work practices and compliance with environmental plans.
  • Develop and implement a personal safety plan and demonstrate a proactive personal HSE commitment.
  • Ensure all operating and maintenance activities planned consider OT's safety systems and comply with Mongolian regulations and standards.


  • Form teamwork with other Operations Systems Specialist and Project Leads to work collaboratively in order to:
    • Educate and coach personnel on Lean concepts, tools and methods in all areas at OT (5S standards, single point lessons, visual standardised work and capture cycle times for work flow, craftsmen and operator tasks)
    • Support departments to execute Lean processes and work with teams closely to embed Lean in everyday activities
    • Utilise advanced statistical tools to analyse and review potential high value initiatives
    • Establish work measurement programs and analyse work samples to develop labour usage standards
    • Support PMO projects through conducting/supporting team engagement, group facilitations and project value identification and realisation
    • Work with engineering group on all different phases of a project
    • Observe value chain inefficiencies (3 enemies: 8 Wastes, Overburden, Variability), coach and drive Lean principle and methodologies for removing the 3 enemies.
    • Sort and guide Lean teams to achieve results and meet project goals. Define and allocate necessary resources in implementation of various Lean projects at OT
    • Successful management of project at all stages by developing project work plan, reviewing and tracking project's progress, organising necessary meetings, forums with key stakeholders
    • Post-mortem analysis and report preparation for lessons learned and best practices (identify successful and unsuccessful project elements)
    • Develop and maintain Oyu Tolgoi Lean Plan
    • Audit regular Lean activities. Prestart meetings, Information Centres (IC), 5S, Standardised work, TPM
    • Document Lean efforts through selected metrics and documentations
    • Develop collective Lean toolbox and assure instruments and available to lean project participants
    • Develop standard work to document common lean activities like 5S, Kanban, TAKT time and flow cell construction
    • Function as technical support in execution activities
    • Develop Lean training and communications
  • Work collaboratively with teams within Value Chain Planning and Improvement division
  • Liaise, coach and mentor site GMs and Managers in BI practices and tools and the identification of high value initiatives
  • Constantly seek opportunities for improvement in operational and functional areas of the organisation
  • Self-initiate Lean, 5S and Six Sigma methodologies' training
  • Build, develop and sustain effective working relationships with key staff across Open Pit, Concentrator, Operations Support, Finance, Sales/Marketing and Logistics divisions
  • Ensure information and processes are entirely scalable and usable at divisional, project, programme and business levels as required
  • Foster a culture of continuous improvement supporting the team in implementation of relevant initiatives
  • Develop and maintain effective networks through collaborative relationships with internal and external stakeholders
  • Share and seek out knowledge, best practice and resources across OT and Rio Tinto through training and collaborative forums
  • Continuously improve himself/herself on latest best practice, know-how and knowledge on system improvement, Lean and Operations optimisation practices, methodologies and techniques of the market to add value to OT's value chain

What you will need for this role

  • College/University Education in fields of Commerce/Business Administration, Engineering or Natural Sciences
  • Six Sigma Green Belt (required)
  • Six Sigma Black Belt (highly regarded)
  • Supply chain management, logistics, business, finance, accounting, engineering qualifications are desirable
  • PMI certification or PRINCE 2 qualification is desirable
  • Five (5) years Lean and Six Sigma experience with combination of project assigned and project led tasks, ideally covering a mix of both systems, process and organisational/strategic assignments
  • Strong project management knowledge and experience
  • Ability to handle intensive workload and meet deadlines
  • Excellent analytical and problem solving skills
  • Sound communication skills, both verbal and written, in Mongolian and English is required
